Catania Petition Fraud

On September 23 the DC Board of Elections and Ethics issued a ruling rejecting assertions by challenger and At-Large Independent Candidate Richard Urban that fraud was involved in the signature collection process of the Catania Campaign.

Here is an outline of the case presented by Richard Urban to the Board.  Below is the link for the Handwriting Analysis Affidavit of forensic expert Michael Robertson.  Below are the signature sheets that were deemed to be signed by someone other than Mr. McCoy, plus McCoy's reference signatures.  The Board did not address at all the issue of scratched out Circulator Dates (see below), nor did it address the issue of a blank date on sheet 101 of 267(see image in Scratched out Circulator dates file).  It also ignored other evidence, such as a the petition signer who said that a friend of hers, and not the person who signed the Circulator affidavit, signed the sheet.  Other evidence was as many as 5 partial sheets on one day for one circulator (see below).

The above indicate that multiple non-qualified electors were circulating the petitions.  I believe that voters should expect integrity in every aspect of a campaign.  I believe that the voters will decide on election day based on Catania's integrity of his campaign, his voting record and work while in office, and his character, in general.
